You obviously know a lot about dogs. Look at his posture, tail between his legs, head down, ears back, it clearly isn't happy. It's probably has a mental issue affecting it's muscles. Strokes can cause similar behaviours. Compare that to a dog in a park... tail wagging, head up, ears up and probably panting. I feel sorry for that dog and ashamed that "humans" like you exist. He IS sick. Nothing could ever convince me otherwise.I've been around dogs all my life and lovingly cared for them. This is NOT normal behavior. this isn't some dog that someone took time to teach to dance. He's just a poor street dog, scavenging for food, in a part of the world where dogs are regarded as less than nothing and are not kept as pets, fed, or cared for. I COULD NOT watch this video again. It is hideous.
